XML encoding of ampersand in output of xget.pl

Since Sara McLachalan's "Surfacing" has a data track, I decided to use it
to test my handling of data tracks. But when I got
http://www.freeamp.org/cgi-bin/cdi/xget.pl?id=lz6osczKWyNoUJd0fdTPqFQO0Lo-,
it didn't encode the ampersand in the name of track 9 (Black & White) as
is required by the XML spec.

So my parser got confused.

Someone should fix that. I'd do it, but I haven't tried working with the
server code at all yet.
