(1) Default route incoming messages to a moderator
(2) Short-circuit messages from subscribers to miss out the moderator stage
(3) Add a list of "known-good" originators which also short-circuit the
moderator without being subscribed (for people who send from an address
other than their subscribed address) this list can be generated as a list
of addresses which have at least once in the past survived moderation.
If we can get something like this setup soon-ish it would be nice
