Copyright and GPL could be used to prevent this. Perhaps we could set
up a charity to run a central root server - unless we are prepaired to
adopt some weird decentralised system <PLUG>such as I am developing for
my 4th year project</PLUG> we need a central server.

Would USENET be able to handle a (hopefully) massive influx of
submissions?
