Probably the easiest way of doing this is to set up a dedicated ML for
email submissions, that sends the files to all servers that have
registered an interest. (I don't really see why web submissions are
significantly better than email... that seemed to work until now.)

I think that having the submissions take place either via an email list or
a usenet group would probably help ease many of my issues with the current
database proposals, especially if the list is run by a neutral third
party.
